DESIGN FOR FISHING BOATS
1. Background.
Fishing fleets that have a technology that has been developed is the primary means of support that will enhance fisheries production in the sea.
Most of the fishing fleet, especially in the South Coast region (Pansela) Java and Bali is a traditional fishing boat made of wood and the ship was made by traditional craftsmen who keahlianya in making the ship available for generations. Manufacturing procedures are generally done without technology planning, calculations and drawings as what is done by galangan2 conventional vessels.
In particular daerah2 Pansela mostly Java and Bali artisans have social intuition cultural heritage and the environment is very attached, so that for the implementation of the technology development program on traditional fishing boats are still required prior socialization and phasing. However, in certain existing daerah2 can quickly accept new technologies and are not affected by social factors and local environmental community culture that does not need to go through the stages of development.
Therefore, the development of traditional fishing vessels should be aware of the influence of social attachment issues cultural and environmental areas which will be developed.
Development of technology on traditional fishing fleet can be done not only by means of motorization (marinized), the main engine power (BHP) as appropriate, innovative gear and lain2 but more accurately is to create a model fishing boat (prototype) with appropriate technology use is considered appropriate for a particular area.
Pansela Java and Bali have lokasi2 strategic enough to tie up, hang out and even used as a protection from the waves on the west for most of the traditional fishing boat. Some lokasi2 below (Figure 1) is a location that is now very representatip to obtain technical data and operations, among others:
1. Ports Queen dsk (West Java).
2. Dsk Cilacap (Central Java).
3. Dsk southern Malang (East Java).
4. Dsk Banyuwangi (East Java).
5. Dsk Singaraja (Bali).
6. Dsk Benoa (Bali)

Technical and Operational Data obtained from representatives of the regions mentioned above is a very important data used as the basis for the development of the design on a traditional boat Pansela in the area of Java and Bali.
Meanwhile, to conduct development of traditional fishing fleets in the waters of Indonesia as a whole is not expected to be simultaneously solved in the short term but must be adapted to the stage preoritas government policy.
In fiscal year 2005, Marine and Fisheries Research Agency Ministry of Maritime Affairs and Fisheries has mempreoritaskan Pansela areas of Java and Bali as a continuation of the policy of the program design development of traditional fishing boats across waters of Indonesia be gradual and continuous.
2. General Conditions
2.1. The south coast of West Java (Pansela Jabar).
Queen's Harbour area is the center of the landing of the fleet of traditional fishing vessels representatip enough for the area south coast of West Java. Types of traditional fishing vessels in this area are as follows:
1. Ship Chart.
2. Ships Kincang
3. Ships Tramel net
4. Ships Payang and
5. Ships Gill net
